Most forms can be downloaded using the Adobe Acrobat pdf format. Both the IRS and Franchise Tax Board will provide the program for free, if you don't have it. Also, some of the larger forms, such as the Offer in Compromise form, (48 pages) will take fifteen minutes to show up on your screen with a 56k dialup modem. Plus print time. Be patient.
If the forms still don't show up on the screen, arrow back to the form description, the one with the .pdf extension, right mouse click, click on "Save file as..", and save it in a pdf directory on your computer. (Set up this directory first, and use it for your form downloads.) Then go to that directory, double click the file, and Adobe will open the form.
